The core task is to eliminate the so called human factor
«We must protect the economic interests of Ukraine – combat smuggling and stem breaches of customs laws. The challenge we are facing today is customs corruption, - noted Deputy Minister for Revenue & Duties of Ukraine Mikhail Noniak at the briefing, the press-office of the ministerial department reports.
Whether raising funds for refilling the government budget will appear to be efficient depends on success of the anti-corruption program for customs and fiscal bodies.
In Mr. Noniak’s opinion, staff replacement won’t solve completely the problem of giving and receiving bribe. He underscored the necessity to have in place the system and mechanisms that could enhance responsibility of customs officers and entrepreneurs for illegal actions. Though comprehensive customs control automation in relation to crossing the border by car might become the most efficient way of fighting corruption.
«All European countries have equipped border crossing points with up-to-date computers and relevant software applications. This can eliminate the so called human factor, in this case – bribery and inducing extortion when undergoing customs clearance procedures and executing documents», - he added.
Today, the automated systems are being gradually installed, they will ensure, without assistance of a customs officer, the round-the-clock customs surveillance and monitoring of vehicles of all classes and sizes moving across the border.
