Core objective of newly appointed Deputy Head of Presidential Administration – to facilitate innovation

President of Ukraine Petro Poroshenko is expecting that newly appointed Deputy Head of the Presidential Administration Dmitro Shymkiv will submit proposals requesting innovative organizational methods the government institutions should have in place so that to raise efficiency and boost close cooperation with civil society, D.Shymkiv said in the statement broadcast by Civil Radio, the press-office of the Ukraine’s President reports.

«I think how to change everything. How to involve social activists and volunteers to work on separate tasks? This is absolutely real. It is necessary to introduce innovative methods, undertake new approaches – that’s what the President is expecting», - Dmytro Shymkiv noted.

Describing the way this department keeps on working, he said it reminds of the past-century institution with «carrying papers from one room to another». According to D.Shymkiv, he was assigned a task by the President to change the system in both the Presidential Administration and government institutions as a whole. «Petro Oleksiovych asked to start reorganization tht will cover the staff policy, software, e-government», - said Deputy Head of the Presidential Administration.

He told today the Presidential Administration is «the government body that can undergo reforms».

Another challenge the President believes is worth focusing attention on, according to the newly-minted Deputy Head of PA, is «coordination and consolidation of issues related to the reforms in Ukraine».

D.Shymkiv told: «Today, there are a lot of initiatives that can be implemented. They should be discussed and analysed. That is why, we should coordinate our efforts in order to create a single cooperation platform – it’s rather important».

Mr. Shymkiv expressed his confidence that the government will change its approach to elaboration and implementation of reforms – to move from awaiting all proposals to be submitted by oversight authorities to devising programs that can meet existing requirements and demands of the society. «The IT developers create software or application program upon order. I think that we should elaborate reforms in a similar way: if it is needed by society – a draft bill is to be drawn immediately, discussed and then implemented», - he said.

D.Shymkiv said that today, he had his first meeting with the Minister for Economic Growth & Trade Pavlo Sheremet, representatives of the Ministry and public society as regards initiatives of a public organization, so called «package of reanimation reforms for Ukraine».
