A top-notch administrative services office in Kyiv

Property registration time has shortened from 40 to 15 minutes

On proposal of the Ministry of Justice of Ukraine the government has passed a decision to open a pilot register office in Kyiv, said Minister for Justice of Ukraine Pavlo Petrenko at the briefing, the press-office of the ministerial department reports.

«We’ve disseminated duties and obligations among all staff members applying a front- and back-office principle. The front-office staff will meet and communicate with visitors, accept their documents, issue documents and give an advice», - said the Minister.

In his opinion, the front office will be comprised of a few groups of specialists. Firstly, queue managers will meet clients, ask what problems they have, and then forward them to the operators who will tackle the issue. The operators will accept the documents and fill out all required forms.

«We’ve dispensed the clients with necessity to fill out any application forms. The clients should only have all required documents with them and hand them over to the operator. The operator, in turn, will enter the data into the system and print the form created by the software. The only thing the clients should do is to check accuracy of the data and sign a document. Then, the electronic form that has been filled out will be handed over to the back-office, to the operator not busy at that time using random choice», - told Chair of the Ministry.

In case a client has questions about a list of documents required or procedures, the queue managers will forward them to other employees who can provide all necessary information.

«New office efficiency checks show that the time the operators spend on acceptance of documents and registration of an apartment is nearly 10 minutes. However, this procedure took 40 minutes before, at the best», - said the Minister.

He added that one employee will be in charge to accept the documents, while another will do with their issue. The back-office staff will not have direct communications with clients. They will accept scanned documents, examine them and pass decisions on further registration.
