The law published in the Voice of Ukraine gazette

The Ministry of Justice explains some provisions of the law of Ukraine on counteracting corruption adopted by the Verkhovna Rada of Ukraine on October 14, 2014, the ministerial department reports.

Pursuant to par. 1, chapter ХІІІ, final provisions of the law of Ukraine on counteracting corruption will come into force on the date following the date of publication and be brought into force six months later after the date of official publication. Note please, the law of Ukraine on counteracting corruption was officially published in the Voice of Ukraine gazette on October 25, 2014. 

Given the said above, some provisions of the law on counteracting corruption covering regulation in the anti-corruption sphere will be brought into force on April 26, 2015. This rule is applied, among other things, to par. 3 of the above chapter concerning the application of legislative norms and other regulations without prejudice to the said law; to par.4 of the above chapter as regards the principles of corruption prevention and counteraction, including the rules of ethical behaviour; to par. 5 of the said chapter envisaging a series of changes to the legislative documents. 

It should be taken into account that the date of bringing the law into force is the premise for rise, change or suspension of rights and obligations arisen from the relevant jural relations.

Thus, up to April 26, 2015, the laws setting out the principles of corruption prevention and counteraction as well as the rules for ethical behaviour can be applicable. Starting from April 26, 2015, owing to provisions on expiry of validity set out in the said laws, the law on corruption prevention and counteraction, with the amendments hereto, will be used.

With purpose of avoiding errors, the Ministry of Justice advises to use only officially published texts of the laws, being in effect today, which are available, in particular, on the official website of the Verkhovna Rada of Ukraine.
