The parliamentarians have supported, in general, draft law No.1000 On Government Budget for 2015. 233 MPs out of 226 required voted for the decision on the budget for the upcoming year.
“I congratulate everybody! The decision has been passed”, - said the Speaker of the Verkhovna Rada of Ukraine Volodymyr Groisman.
According to the draft budget submitted by the Cabinet of Ministers of Ukraine on December 22, 2014, the consolidated profit in 2015 amounts to 575.8 billion hryvnias. The estimated income for the general fund in 2015 makes up 542.5 billion hryvnias, while the 2015 estimated figures for the special fund, as compared to 2014 (as amended), are reduced by 40.0 billion hryvnias.
The Ukraine’s government spending in 2015 might exceed 527 billion hryvnias, including expenses for the general fund amounting to around 502 billion hryvnias, expenses for the special fund – in the amount of some 24 billion hryvnias.
In addition, on estimates, government debt payments will total some 230 billion hryvnias, with around 124 billion hryvnias or 53.8% making up external debt payments, while above 106 billion hryvnias or 46.2% are internal debt payments.
According to the forecasts, the scope of government borrowing in 2015 will make up some 279 billion hryvnias.
The draft law of Ukraine On Government Budget for 2015 envisages that a minimum level of subsistence, per capita, per month, from January 1, 2015, will make up 1 176 hryvnias; from December 1 - 1 330 hryvnias; breakdown per main social and demographic group shows the following:
- children under the age of 6, from January 1, 2015 – 1 032 hryvnias; from December 1 – 1 167 hryvnias;
- children aged above 6 but under 18, from January 1, 2015 – 1 286 hryvnias; from December 1 – 1 455 hryvnias;
- persons able to work, from January 1, 2015 – 1 218 hryvnias; from December 1 – 1 378 hryvnias;
- persons unable to work, from January 1, 2015 - 949 hryvnias; from December 1 – 1 074 hryvnias.
Moreover, the draft budget envisages an increase in a minimum wage up to 1 378 hryvnias, at a monthly rate, and up to 8.25 hryvnias - at an hourly rate.
