Prime-Minister of Ukraine Arseny Yatseniuk offers President of Ukraine Petro Poroshenko and Speaker of the Verkhovna Rada of Ukraine Volodymyr Groisman to inaugurate the position of Secretary of State in the ministries and accordingly cut the position of Deputy Minister, what is specified in the draft Renovation Plan for Ukraine for 2015-2017 the resolution refers to, RBK-Ukraine (РБК-Україна) reports.
The said draft project elaborated by the Cabinet of Ministers of Ukraine is to be signed by Yatseniuk, Poroshenko and Groisman.
According to the document, to build an efficient system of central executive bodies, it is necessary to streamline decision-making by ministers and government agencies, what will be achieved through accurate determination of duties and responsibility of each ministry or central executive body.
“One important step in this direction will be creation of the position of Secretary of State, and accordingly cutting of the position of Deputy Minister, as well as merger of departments in the ministries, with increasing responsibility of their chiefs, who should follow the tasks assigned and duties delegated to the government body”, - the document says.
According to the draft plan, the government service reform envisages cutting civil servants by 3% and reduction in staff expenses within 10.2% of GNP (calculating cutting civil servants in 2014 by 27 thousand people).
