The Ministry of Agrarian Policy and Food has joined ProZorro, an upgraded system of e-public procurement, and traded sub-threshold (without following bid procedures) on the NEWTEND e-trading platform for a couple of months already, according to the information made available by the MAPF.
This database is completely based on the Georgian model of electronic reverse auctions, aiming to combat corruption and save public money used in procurement. "Our goal is to make trading, even petty one, more open, transparent, controlled and traceable. We’ve embedded this system at the Ministry and made a number of transactions. In experts’ opinion, the retrenchment of expenditure in public procurement can reach 20%. Therefore, I’ve set the target to involve other institutions under jurisdiction of the Ministry to employ this practice of electronic trading, as soon as possible", - the Minister for Agrarian Policy and Food Olexy Pavlenko said.
In particular, some major state-owned enterprises have been already trading on the NEWTEND electronic marketplace for procurement: PJSC Agrarian Fund, PJSC DPZKU, SE Ukrspirt, SOJSC Bread of Ukraine, and others.
The NEWTEND project has been developed in consideration of the advanced global software programs. The system ensures data protection, verifies contractors’ data. This marketplace is used for subthreshold trading of up to UAH 100 thousand from sales of goods and services, and up to UAH 1 mln – from works. A number of ministries and other government bodies have joined the system.
