The Cabinet of Ministers of Ukraine proposes the Verkhovna Rada to ban strikes in case if the stoppage poses a threat to national security. The relevant draft law №4133 was registered in the parliament on February 23, 2016.
“The main purpose of the Draft Law of Ukraine On Introduction of Amendments to Certain Legislative Acts of Ukraine regarding Ensuring the Enforcement of Constitutional Human Right to Strike” is bringing the legislative acts into compliance with the requirements of Convention and European court practices, for enforcement of the judgement of the European Court on Case “Veniamin Timoshenko and others against Ukraine” and ensuring the appropriate reporting to the Committee of Ministers as well as elimination of reasons for the receipt of the same claims against Ukraine in the European Court”, - the explanatory message says.
In particular, it is proposed to stipulate in article 18 of the Law On Transport that the strike at transport companies is conducted in compliance with the legislation on the procedure of settlement of collective labor disputes (conflicts).
The relevant amendments are also proposed to be introduced to article 24 of the “Law On Procedure of Settlement of Collective Labor Disputes”.
It should be reminded that on February 23 more than a hundred of builders in different districts of the capital came out on a strike against attacks of “titushkas” on construction sites.
