On Monday Volodymyr Hroisman signed the resolution, approved by the Government, on creation of 20 mobile groups on prevention and detection of violations on the customs. The composition of mobile groups will include the representatives of State Fiscal Service, State Border Guard Service and National Police. The coordination of their work is laid upon the Interdepartmental Target Center, which will work at SFS. The mobile groups will obtain unimpeded access to all areas of border control and transport border crossing points, including airports and ports. In addition, the whole work of these groups envisages the full photo- and videofixation, which will allow preventing abuses.
The resolution stipulates the material and technical support of work of the Interdepartmental Target Center and mobile groups, which will allow ensuring appropriate operational response of mobile groups and will decrease risks of corruption influences. The work of groups will be financed through reallocation of funds, allocated in budget for supporting the State Fiscal Service.
It is separately stipulated by the resolution, also signed on Monday, that the Cabinet of Ministers of Ukraine approved the procedure of carrying out photo- and videofixation of customs formalities, conducted by controlling bodies. The mandatory videofixation is one more means for preventing smuggling and abuses from controlling bodies on the customs.
