As part of the working trip to Donetsk region President Petro Poroshenko participated in the ceremony of opening of the Center of Administrative Services of the Mariupol Municipal Council.
Petro Poroshenko said that CAS opening is one more step to combatting corruption and bureaucracy with application of the newest digital technologies.
“The Center of Administrative Services is the new symbol of Mariupol, the symbol of transparent and efficient power – state and local. It is a pleasure to see that this is the face of Ukrainian authorities”, the President said and noted that his visit is dedicated not to war problems, but to reconstruction of the region.
The President emphasized that with the operation of this center the authorities demonstrate not only the openness and transparency of their work, but also the fact that people will not need to wait for months in order to get this or that service.
“They will solve what people were expecting for days, nights, weeks or months. All offices will be transparent. And I think that this is a very correct position”, he said.
In Petro Poroshenko’s opinion, the local population should have the possibility to get not only services, which are provided by the local authorities. “This should include the fiscal service, the firefighting service, and the passport office. Everything, which people deal with as the acts of authorities – local or central – should be concentrated here. This is the future of our state”, the President noted.
“It’s a pleasure that for two years we dramatically changed the state”, the President also added.
The President noted that many changes have recently taken place in combatting corruption, the constitutional reform in the judicial system, decentralization, due to which the Mariupol’s budget increased twice versus 2014. “These are those funds, which are currently under control of the society, because these are the rights, money and responsibility. And this is the special program of development of Donbass”, he said.
The President thanked those, who participated in the implementation of this project in Mariupol. Of special note was the support of the USA and USAID. The regional council and USAID already signed the agreement, under which it is planned to open such centers of administrative services in other four cities of Donetsk region. “It is of crucial importance that they are also opened in other cities, and it is very important that they are opened along the line of contact. This is our task to demonstrate our mechanism of returning Ukrainian sovereignty to the occupied territory, because it is better to live here, more efficiently”, Petro Poroshenko noted.
The Center of Administrative Services in Mariupol can receive up to 1200 visitors daily. The project “Reconstruction of the building of the Lukov Specialized Children’s Cinema for the Center of Administrative Services” in Mariupol is implemented under the auspices of USAID project. The total cost of the project is UAH 22 mln.
