The Verkhovna Rada adopted the law on elimination of administrative barriers for freelancers, Economic Truth reports.
270 people’s deputies voted for the adoption of the law №4496.
It was introduced by the group of authors, in particular, Victoria Ptashnyk (non-affiliated), Vladyslav Golub (BPP), Oksana Prodan (BPP) and others.
Thus, the deputies indicate in the explanatory note that due to complexity and excessive bureaucratization of the process, the overwhelming majority of freelancers do not work legally and use Payoneer, Paypal etc.
That is why the volumes of services export are constantly decreasing. In 2015, the services export made up only 83% vs 2014. The computer services were provided for almost USD 966 mln, and this is just 88% from the volumes as of 2014.
This law, according to people’s deputies, will allow minimizing administrative barriers during the procedure of conclusion of international business agreements (contracts), the deposit of currency proceeds as well as its accounting and financial reporting.
In its turn, it will allow making most freelancers work legally.
