Local government wants to be brought to the world standards
«Before the Vilnius summit to be held in November - in Ukraine they will finish discussing the new concept of local self-government (until October 1), which is based on the European Charter. Target of concept is - improving management of regions in accordance with the best international practices», - said Deputy of Prime Minister Alexander Vilkul, according to his press service.
O.Vilkul noted that it is not a «reshaping» of administrative boundaries, but the redistribution of power in favor of local authorities.
There are currently held meetings of Regional Councils for cooperation of local authorities and local governments in all regions of the country, it took almost 9000 events (conferences, workshops) to discuss concepts into 490 districts (total 502), all regional cities (178) and county-level (280) and at almost 9 thousand village and settlement councils (total - 12 thousand).
Alexander Vilkul noted that development of local self-government includes in particular unification of regional development strategies. He also stressed the need to increase efficiency of government by de-bureaucratization, introduction of e-governance, increasing transparency of government work.
O.Vilkul stressed the importance of cooperation with the Association of European Regions (AER) - the largest association of regions in the EU and the need to improve funding for local development projects, including co-financing by the principle of "state - the territory - Community - International Financial Institutions - local businesses".
In addition, the Deputy Prime Minister stressed the importance of improving efficiency of the State Fund for Regional Development.
