Main objectives: simplified procedures and digitized documents
The Cabinet of Ministers of Ukraine has approved Strategic Plan of the Ministry of revenue and duties by 2018, the press service of Ministry of Revenues informs.
This document identifies the set of eight strategic directions of the Ministry's development, detailed by specific strategic goals, algorithms, and timeframes.
Within the Strategy, over the next five years the work of the Ministry of Revenues will focus on improving tax and customs services, the development of partnerships with citizens and businesses, fostering international trade by streamlining customs regulation, fighting corruption and "shadow" sector of the economy, the introduction of modern IT-functions in the work of bodies of revenue and duties.
The plan specifically envisages a number of electronic services, such as pre-filled declarations (e-Filing), development of the payer's cabinet (e-Taxpayers Files), introduction of online payments to pay taxes (e-Payments), etc. E-audits are also provided for.
Additionally plans include development of customs checkpoints, providing them with modern technical means of customs control: GPS-locks, mobile and stationary scanners, electronic scales, CCTV and scanning numbers etc.
Besides, it is planned to further develop the electronic declaring and the development of "e-customs".
The strategy provides for improvement of existing methods for preventing and combating crimes related to non-payment of taxes, fees, customs duties and spending budget. To this end analytical functions of the forensic units will develop further, modern and dynamic IT function is being built.
