Monitoring Center presented at Revenues Ministry
This was announced during the presentation of the Monitoring Centre of the Revenues Ministry. This tool was created for analytical and informational support of deshadowing processes using the latest IT developments, according to the message from the press service of the Ministry of revenue and duties.
The center will automatically process data of tax reports and declarations, documents related to foreign trade and other sources that allow in time and with high probability to detect signs of unofficial activity to follow the movement of goods from the border to the end consumer, the motion of fictitious tax credit - from «producer» to «customer». The system of risk identification is fully automated and eliminates human factor, and therefore any corrupt acts.
Monitoring system identifies as «risky» only less than 1% of registered enterprises. That is only one company in one hundred goes to experts for further analytical study. After that, the company is voluntarily offered to prove the legality of their transactions. Otherwise professionals from other Ministry departments get involved. According to the results of the Center's work VAT revenues increased on average by 1.5 times compared to last year.
Monitoring Centre is zoned by functional features. It comprises the following zones: analytical, service, interactive, monitoring, 24/7 and callback.
Equally important function of the center is internal control over quality of service to taxpayers and service centers at customs posts. This round the clock control allows quickly respond to emergency situations. For example, in case of increased number of visitors to eliminate queues additional staff is involved, extended office hours. The capacity is regulated at customs checkpoints.
One of the Ministry's innovations the center's professionals are working at involves building an automated customs house of the future, where decisions about the vehicle's pass will be made fully automated, with no human factors. For example, if the system fails to read license plate number of the vehicle and does not enter it to the database, the barrier before going to the next step - scanning, weighing, radiological control - simply will not open. It is predicted that custom house of the future will start working by 2015.
