Parliament passes the draft law
The Verkhovna Rada adopted at first reading the draft law on Amending the Law of Ukraine "On Grain and Grain Market in Ukraine" (concerning deregulation of the grain market), reports the press service of State Committee for Entrepreneurship.
The draft law provides for grain storage services to get certification with no expiration date, which will simplify the work of grain warehouses. In July 2012 the Government already introduced similar rules that were in force till December.
In addition, according to the document, certification of the quality of grain and grain products will be required only if they are purchased from state or local budgets, as well as if they are imported in the customs territory of Ukraine, and subject to a voluntary agreement between the parties.
MPs suggested cutting the period for adopting a decision to issue or refuse to issue a certificate down to 10 days, whereas currently the Law provides for a 30-day term.
Also, a new definition of «Certificate of quality of grain and grain PRODUCTS» is going to be included in the Law «On Grain and Grain Market in Ukraine».
Another important change is omission of norms that impose sanctions for violating the Law, as the responsibility for such violations is already regulated by the Code of Ukraine on Administrative Offences.
Also it is offered to exclude from the list of grain products that require a certificate, bran, cake and meal. This will bring the provisions of the current Law with the Law «On Waste» whereby these products qualify as «waste».
