Standards should align with the standards of the WTO

President of Ukraine Viktor Yanukovych signed the order to improve legal regulation of issues related to disposal of vehicles, payment of environmental tax on disposal of discontinued operation of vehicles, and to ensure economic interests of car owners, the press office of President informs.

According to the document, Prime Minister Mykola Azarov has to ensure preparation and submission to established order on the draft law on amendments to the Tax Code and other legislative acts. There government should provide protection and economic interests of owners who transfer vehicles to disposal, particularly regarding compensation of their value.

President focuses on eliminating redundant requirements for entities that intend to operate separation in parts the utilized vehicles. It is a requirement for presence in specialized areas of environmental management system certified with standards of the International Organization for Standardization (180) series 1400 or with similar national standard.

The Prime Minister instructed to determine precise mechanism of state control and supervision on business of recycling vehicles in accordance with the law "On Government Supervision (control) of economic activity".

Also the ways to use funds received from payment of tax for environmental disposal are to be determined.

According to the document, government should eliminate provisions that are not consistent with Ukraine's international commitments undertaken in the accession process to the WTO. In particular, provisions on characteristics of entities that produce (manufacture) vehicles and undertake to ensure that waste decommissioning of vehicles is in manner and under conditions specified by law regarding disposal of discontinued operation of vehicles and provisions under which such entities are not subject to environmental tax on disposal of discontinued operation of vehicles.
