Ministry of income and charges of Ukraine pays special attention to ensuring prompt customs clearance at export of crops under the simplified procedure, especially during harvest

In particular, the respective letter from Minincomes warned heads of customs of personal responsibility for failure to comply with time limits provided for in Article 255 of the Customs Code of Ukraine, implementation of customs clearance of agricultural products. They emphasized that measures to detect and prevent violations of law on customs affairs of state entities, in their foreign trade export of agricultural products, should cover only goods of «fruit» and «vegetables» (07 and 08 groups of nomenclature).

Let’s recall that since the new Customs Code of Ukraine entered into force, customs clearance of cereals was simplified greatly. This is due primarily to a reduction in the list of permits that are controlled by the customs authorities.

Today, grain export is done on a general basis. No quality certificates, certificates of origin, contracts, certificates on exchange, when exporting grain are required by customs. Only evidence of pest and radiological controls are controlled under customs clearance of grain.

However, for confirmation of Ukrainian origin as the exporting country, one must obtain a certificate of origin issued by the Chamber of Commerce in Ukraine. This document is usually transmitted by exporter to foreign contractors.

Experts of Minincomes within their jurisdiction are willing to cooperate with the Chamber of Commerce of Ukraine and market participants in the issue of simplification of procedures for issuing certificates of origin, confirming Ukrainian origin for agricultural products.
