On August 6, 2014 Arseny Yatseniuk introduced a comprehensive fiscal plan 

Pursuant to the fiscal reform already proposed, a number of taxes will be reduced from 22 to 9, the National Fiscal Service of Ukraine reports. 

In particular, fees to be cancelled will include: a fee imposed on some types of entrepreneurship; surcharge to the current rate of natural gas supplied to the consumers, irrespective of the type of ownership; rental for transportation of oil and petroleum products through long-distance transmission pipelines, tax on transit of natural gas and ammonia via pipelines throughout the territory of Ukraine; parking fee; tourist tax and tax charged to facilitate viticulture, gardening and hop growing.

In order to repeal fiscal accounting, yet maintain uniform accounting, it has been proposed to streamline the income taxation procedure. The financial result, as a taxable item, recognized in compliance with accounting rules will be adjusted using only three differences: amortization, reserves, and financial operations. Thus, only 3 out of 49 tax differences will be applied.

The project developers propose to tax the enterprises engaged in the agrarian sector, which rent over 3 thousand hectares of land with receipts exceeding UAH 20 million, having replaced the taxation scheme into a general one. Other enterprises will be taxed as before according to the tax relief scheme.

According to the government’s estimates, 10% enterprises in the agrarian sector will be moved to the general taxation scheme.

With the view of reducing the tax burden the payroll funds bear, the tax reform concept incorporates a few models to modify the individual income tax and uniform social security contribution scheme.

Moreover, it has been proposed to create the Financial Investigation Service.

The concept of tax system reformation has been brought up for public discussion with involving businesses, which will continue for one month. Thereafter, the final version of the law on economy growth will be submitted for consideration of the Verkhovna Rada of Ukraine.
