It will be funded by the European Union.
The new project on reforming the police will be launched in three regions of Ukraine, Head of the European Union Advisory Mission Kęstutis Lančinskas said during the meeting with Interior Minister Arsen Avakov.
The project will consist of two parts: the first is the concept of “community policing” (interaction of police with the community), second – crowd control (ensuring public order).
“The main partner is the police of Sweden, besides it, Danish specialists will be invited”, - Lančinskas reported.
According to Avakov, the successful implementation of the project will ensure not only the effective operation of the police, but will also contribute to raising the level of confidence of population. “We plan to start this work in three regions: Kyiv, Lviv, Kharkiv”, the minister noted.
He added that the reform of police and temporary detention facility system will be implemented simultaneously in these pilot regions.
According to the minister, within the crowd control reform it is planned to create special police squad, the activities of which will be based on the principle of de-escalation of pressure during mass events.
“This will be a new non-military police squad for ensuring public order”, Avakov noted.
According to him, the special attention will be paid to the best practices of Swedish colleagues, who assess risks of conducting negotiations with the help of the so-called “dialogue police” and only then proportionally apply force.
