Secretary of the Commission Thomas Markert believes that the law could hinder the country’s stability
Law on referendum is a threat to stability in Ukraine, said Secretary of the Venice Commission Thomas Markert in an interview with Deutsche Welle.
«This is probably one of our most critical conclusions. We are indeed very worried that this bill allows amending the Constitution by referendum. However, as the Commission stated back in 2000, the Constitution of Ukraine does not make it possible, bypassing the Verkhovna Rada that must approve all amendments to the Constitution by the constitutional majority», said T. Markert.
«I would not want to speculate on the motives the Ukrainian authorities are governed by. However, I believe that existence of probability whereby virtually anything can be changed through a referendum is extremely dangerous for stability in the country», he added.
