The Verkhovna Rada seriously took on the budget. On October 20, the deputies could hardly have considered the draft law №5000 on Budget 2017 in the first reading, before the resolution, stipulating amendments to it, was passed by the end of the day.
The record number of amendments to the major estimate of the country – about 1 thousand – were submitted to the Parliamentary Budgetary Committee. There are much less of them in the resolution, it is probably that the fights in the session hall for approval of other amendments are still expected in the future.
UBR.ua analyzed the resolution and made the list of top ten most important amendments, which the Cabinet of Ministers should introduce into the draft budget for the second reading (the government has two weeks for it).
1.GTS. The new clause on the paid use of state gas distribution systems and the calculation of respective budget revenues.
2.Mineral resources. The clause of unshadowing of amber extraction and calculation of possible increases in taxes from legalization of this activity.
3.Connection. The new rules for issuing licenses by the radio frequency resource and adoption of 4G connection as well as the calculation of increases in budgetary revenues from payment for such licenses.
4.The Verkhovna Rada. The increased funding of budgetary programs “Law-making activities of the Verkhovna Rada” (almost by UAH 114 mln, out of them salaries – UAH 52.5 mln), “Maintenance and organizational support of VR activities” (by 15.2 mln, out of them for salaries – UAH 12.5 mln), “Reporting on VR activities through mass media and financial support of Holos Ukrainy Newspaper and Viche Journal” (by UAH 10.3 mln).
5.Top brass. The additional financing of program “Prosecution and investigation activities and continued education of prosecutors” (almost by 640 mln, out them for salaries – by UAH 523.6 mln). The specialized anticorruption prosecutor’s office will be added UAH 14 mln (out of them – about UAH 11.5 mln – for salaries).
6.National Bank. Increases of revenues from NBU by UAH 4 billion (up to UAH 45 bln).
7.Culture. Plus almost UAH 8 mln for arrangement of UNESCO monuments, UAH 10 mln for restoration of Zhovkiv Castle, UAH 3.7 mln for a new building for Lviv Lysenko National Academy of Music.
8.Education. Plus UAH 4.5 mln for National Agency for Ensuring Quality of Higher Education, UAH 90 mln to higher educational institutions for training specialists, UAH 1 mln for organization of academic competitions.
9.Healthcare. Increased financing of medicine: UAH 60 mln for the program “Diagnostics and treatment of diseases with application of experimental and new technologies”, more than UAH 65 mln for completion of construction of Carpathian Center of Human Reproduction, UAH 45 mln for reconstruction of Chernivtsi Perinatal Center.
10.Regions. Plus UAH 108 mln for completion of metro construction in Dnipro.
