Granting NABU Rights for “Bugging” to Become Lever of Pressure on President – Political Expert

The draft law, allowing the investigators of the National Anticorruption Bureau to bug the citizens of Ukraine evading SSSU, will become the huge threat for the President and his team, Finance.ua reports.

Director of Ukrainian Institute of Analysis and Management of Policy Ruslan Bortnyk expressed this opinion.

“The Western partners of Ukraine already spoke on this matter many times, they demand that our authorities ensure possibility for NABU to conduct bugging activities. The main reason of such demands became the massive information leaks in the SSSU, however our authorities are not ready to adopt such law”, - the expert noted.  

According to R. Bortnyk, as of today, this law is the subject of confrontation between NABU, MIA, SSUU and GPOU. If NABU obtains the opportunity to bug citizens evading the State Security Service of Ukraine, then its influence will significantly strengthen, and for the General Prosecutor, Minister of Internal Affairs and the President, it is the potential threat, as in such case the cases against his team will be made more efficiently.

The political expert also emphasized that for ordinary citizens such initiative may also pose dangers, because NABU will be able to bug them, evading the State Security Service of Ukraine, however now we have a huge number of services in the country, which have the right to bug citizens, and, globally, it will not change the situation with protection of personal information.

In general, the expert is confident that NABU should have the right to bug citizens, because SSSU and MIA have such authorities and this fight will end with the victory of the National Anti-Corruption Bureau. The main factor in this struggle will become the pressure of our international partners, which actively lobby this law.

It should be reminded that, on November 2, the draft law, allowing the investigators of the National Anticorruption Bureau to bug the citizens of Ukraine was included into the agenda of the Verkhovna Rada. Now, only employees of the State Security Service of Ukraine and the law enforcement collect information from communications channels with judge’s approval.  According to this draft law, by the end of the year, NABU will be able to obtain the right to legal bugging.
