Assets and income to be checked
The Cabinet of Ministers at its meeting on 28 August approved draft amendments to the Decree of the President of Ukraine «On the Procedure of the special background check on persons who apply for positions related to the performance of functions of the state or local government», as per the information-analytical bulletin of the Cabinet.
Experts of the Ministry of revenue and duties of Ukraine believe that for persons applying for positions in state agencies, it is necessary to conduct far more rigorous check of their property status, personal and family income, as well as comparability of their expenditures.
According to NGO representatives, upon discovering discrepancies between the information and documents from candidates who apply for positions in state agencies, and the data of special checks, it is necessary to altogether eliminate the possibility of such persons becoming public servants.
Moreover, discovered false data should be sent to law enforcement agencies to consider bringing these persons to justice.
Many countries have established standards of conduct for public servants and accumulated extensive experience in monitoring their activities both by relevant government agencies and the public, when closest attention is paid to possible conflicts of interest in the activities of public servant.
