According to the information of the Ministry of Economic Development, on August 30, Prozorro’s risk indicator system started working. It allows automatically identifying procurements, which have the signs of violation of the norms of the Law On Public Procurement. Now, 16 indicators, signaling about the risks, are being analyzed, they will be 60 over time, Yurliga reports.
The anomalous economy (more than 60%), the cooperation of the supplier only with one customer, undetailed tender notices, extremely large quantity of lots in one procurement are among the indicators, observed by system.
The information is reflected in the system in real time at http://risk.dozorro.org. For example, as of today, the system tracked that 884 out of 1.334 procurements have the signs of risk in Rivnenska APS, 851 out of 2,047 - in one of the affiliates of Ukrtransnafta PJSC, 752 out of 1,143 - in Zaporizka APS.
The system also identified the most widespread signs of risks: “The winner slightly changed the price” (41%), “Very small decrement” (35%), “Undetailed CPV” (13%).
First Deputy Minister of Economic Development and Trade Maxim Nefedov explained: “Prozorro will not electrocute the violators, but business and law enforcement will be able to use risk indicators to identify the reliability of customers and check their activities respectively”.
