Ministry approves instructions on registration
For purposes of bringing regulations in line with legal requirements, by Order № 417 from 29.04.2013 the Ministry of Internal Affairs approved amendments to the Instruction on Conducting by Departments of the State Automobile Inspectorate of state registration, re-registration and accounting of vehicles, preparation and issuance of registration documents, license plates on them.
Under provisions of Order № 417, state registration (re-registration), deregistration of a vehicle, preparation and issuance of certificates of registration of vehicle, temporary registration cards and license plates on a vehicle will be carried out not by registration and examination departments of the State Automobile Inspectorate but by service centers, related to the use of motor vehicles.
The document also establishes that registration, re-registration and de-registration of a vehicle may be carried out based on a vehicle purchase and sale contract, executed in such Center. Such contract is validated by the signature of the authorized officer and the seal of the Center and recorded in the book of vehicle sales contracts (these amendments also approved program form 17).
Order comes into force on its official publication day.
