Draft law №2413а-1
Draft law №2413а-1 was submitted to the Verkhovna Rada to support young workers employed in rural areas and settlements, training of students and providing young professionals with first employment. Draft law proposes to amend the Labor Code, the Law «On Employment» and «On the promotion of social advancement and development of young people in Ukraine.» The main focus is on internships by students of universities and vocational schools, in particular, students are offered 50% compensation of Single Social Contribution for doing internship programs. Enterprises, institutions and organizations will be entitled to conclude an agreement stipulating that after graduation a young worker will work a minimum of two years at the place of internship.
It is proposed to set the age of a workable youth from 15 to 35 years (currently – to 28 years old) in Art. 197 of the Labour Code, and reaffirm the state's duty to provide a first job for a period of no less than three years (currently – for two years).
According to the draft law, the Law «On Employment» establishes a working age from 15 years old (currently - 16 years old). As the explanatory note argues, according to the of the Labour Code, persons aged 15 years and over get the right to work – a provision similar to that in the European Social Charter ratified by Ukraine.
The bill also provides for increased quotas for young professionals, etc.
