Minister tells when electronic excise duties will be introduced
Electronic excise stamps for all excisable goods (excluding petroleum products) may appear in Ukraine starting next January, announced the Minister of revenue and duties Oleksandr Klimenko at a press conference on 11 July.
«We will try to implement this initiative in the second half of 2013, so that from 1 January 2014 it would start functioning. But first we have to sit down with the manufacturers and discuss this issue, as I cannot make the decision for them, said O. Klymenko and added that negotiations are under way.
The minister also stressed that he disproves the idea of bringing back the criminal liability for smuggling, illegal production and sale in the country of illegal goods (tobacco, alcohol), as he considers himself a supporter of mechanisms that help solve the problem: «If you put the scales on the scales criminal liability and electronic excise stamp, the latter makes it possible to control the movement of goods from producer to consumer, which is a progressive control mechanism. Besides, when criminal liability was in force, smuggling rates were not lower», the minister added.
