STI specialists inform that new type of excise stamps will be introduced from 1 September

The Ministry of Revenues and Duties carries out comprehensive fight against smuggling and counterfeiting of excise goods to protect Ukrainian consumers from defective and dangerous products, the press service of STI in Holosiivsky district of the Central Administration of the Ministry of Revenues in Kyiv reports.

The authorities, on their part, are interested in drastic reduction of «shadow sector» of excisable goods and strive to protect consumers from counterfeit products on Ukrainian shop counters. To this end, from 1 September updated excise duty stamps will be introduced in Ukraine.

Ministry experts estimate about 10% of alcohol and tobacco products today to fall under schemes of manipulation of tax stamps. The most common of those involve forgery of brands and discrepancy in stamps and the price and type of goods. While introduction of new excise stamps will greatly complicate such manipulation because these stamps will differ significantly from stamps under current standard and have additional levels of protection.

Specifically, stamps contain sophisticated graphical security element, designation ЛГП (alcoholic beverages) and ВП (wine products), as well as different color identification. For products manufactured in Ukraine producer's region code is indicated. Stamps for tobacco products contain a designation ЗФ (with filter) and БФ (without filter).

Introduction of excise stamps will allow to reduce «shadow sector» of excisable goods by 7-10% and raise additional revenue. In addition, the Ministry undertakes additional measures to protect Ukrainian market from contraband and counterfeit goods.

Improvement of the procedure for excise tax administration is the responsibility of the Ministry of Revenues and Duties under the State Program of the economy stimulation for 2013-2014.
