Cabinet considers Draft Resolution
Draft of the resolution was considered by the Cabinet of Ministers of Ukraine on August 1. Regulatory act envisaged amendments to the Procedure of state registration (re-registration), deregistration of cars, buses, and self-propelled machines designed on the chassis of cars, motorcycles of all types, makes and models, trailers, semi-trailers, sidecars, other equated vehicles and mopeds, approved by the Cabinet of Ministers of Ukraine of 7 September 1998 № 1388.
Provisions of the draft resolution will finally settle the issue of registration of vehicles belonging to representations of foreign legal entities in Ukraine.
Originators of the draft resolution propose to prohibit the possibility of re-registration of vehicles to the new owner on several occasions. In particular, this concerns the need to enforce judgments and decrees of bailiffs on seizure of vehicles and prevention of re-registration of cars registered for a minor to a new owner without the consent of guardians.
Also, if vehicles are obtained through bodies of social security or administration of executive management of Social Insurance Fund against accidents at work and occupational diseases of Ukraine without written order of these bodies, re-registration is inapplicable either.
Re-registration to another owner of vehicles purchased on the installment plan is made only with relevant documents confirming final settlement, and after resolving the issues related to customs and other mandatory payments – for donated confiscated vehicles.
Draft resolution was developed by experts of the Ministry of Internal Affairs. The agency believes that the adoption of this act will simplify the procedure of state registration of vehicles and reduce the number of complaints from citizens about registration and examination units of the State Traffic Inspectorate.
