The workflow chart of reforms of the Fiscal Service, in particular, measures aimed at reforming the Ukrainian customs, becomes the main topics for discussion during the meeting of SFS Acting Deputy Chairman Myroslav Prodan with the companies-members to US Chamber of Commerce, which was held on August 21.
According to Myroslav Prodan, the management board of the fiscal service determined main tasks for development and improvement of operation of customs authorities.
“Currently we actively work on implementation of new advances on our customs. The implementation of the Authorized Economic Operator Institution, functioning of the automated system “Single Window”, creation of interregional customs, videofixing of customs procedures and the operation of mobile groups are the main directions, the effective realization of which will become the efficient measure on the way to fundamental customs reforming”, Myroslav Prodan noted.
He also noted that SFS cooperates with foreign colleagues, in particular, US Border Patrol and Customs Service on attraction of best world practices for improvement of customs procedures and development of customs infrastructure.
Thus, in particular, the priority, set by US colleagues, was the functioning of the automated system “Single Window” at customs, which already started operating since August 1, 2016.
“The main criteria of the positivity of this service are the full absence of contact between the company and customs representatives, who will perform customs clearance procedures at this check point. This, in its turn, will foster prevention of any corruption acts”, Myroslav Prodan emphasized.
He also refuted business concerns that customs procedures will be fulfilled much slower.
“The system has the clearly defined time, beyond which the customs office cannot go. Because, if the term 4:00 is used, the principle of “silent consent” is activated and customs officials have no other option of completion of customs clearance”, Myroslav Prodan told and encouraged business to use opportunities of the “Single Window” in their activities.
The participant of the meeting also discussed the issues of implementation of the institution of the authorized economic operator, for which the representatives of business as well as fiscal service are expecting. According to Myroslav Prodan, the relevant draft law is being considered in the dedicated committee of the Verkhovna Rada of Ukraine.
“This draft law received positive reviews from European experts and we hope that after the end of vacation period the parliament will approve it. In its turn, SFS is ready for its efficient implementation”, Myroslva Prodan noted.
At the end of the meeting Myroslav Prodan encouraged the representatives of US Chamber of Commerce to constructive cooperation towards development of Ukrainian customs.
