Under the current procedure, the judicial reform in Ukraine should be completed for three years, General Prosecutor of Ukraine Yurii Lutsenko told to Lb.ua.
He emphasized that the main problem is that there are almost no judges.
“If we follow the current procedure – three years (to anticipate completion of the judicial reform). However, the problem is in not only good or bad judges, but also that there are almost no judges. For example, - for our departments - at Kyiv’s Pechersk District Court, five judges work ‘on the sanctions’ (meaning the application of the measure of restraint) and six – on the consideration of the case on its merits. It means the caseload of 400-500 cases for one judge. Can you imagine that?” Lutsenko noted.
He emphasized that each work has certain stages.
“If the child is born during the third month of pregnancy, he won’t be healthy. That is why, first the Supreme Court is formed, and this process will be completed – as I understand – in August-September. These are thousands of candidates, undergoing the relevant competency test, virtue test procedures etc. This process will be completed by this year end, and it is impossible to conduct some other processes alongside it. At the beginning, the Supreme Court, the next year – Appellate, then – district courts”, Lutsenko explained.
