The average fixed 15-year mortgage rate rose to 3.36 percent. It was 3.34 percent one week ago and 3.19 percent a year ago. The average fixed five-year mortgage rate is 3.17 percent. It was at 3.15 percent a week ago and 3.03 percent a year ago.
