Auditors check the use of budget funds
Accounting Chamber conducted audit of the state budget funds provided for the restoration of priority objects of state and regional significance that are in poor condition and require urgent reconstruction, design and repair works, as well as procurement, informs the press-service of the Accounting Chamber.
The audit showed that funds for the corresponding budget program in 2011-2012 were not always managed effectively, and its objectives fulfilled only partially.
From 1.2 billion UAH allocated in 2011-2012 for the mentioned purposes, Ministry of Regional Development and budget managers provided deployment of 96% of appropriations. Recovery operations at 15 objects of national and regional importance (national institutions for socio-political and international events, cultural institutions, healthcare and recreation facilities) were executed, as well as prevention of emergencies natural origin (landslides) in certain parts of the Crimean coastline.
However, purpose of budget program was not fully achieved through under-deployment of program funds (45.1 million UAH), failure by funds administrators to provide proper internal controls over the use of budget funds and the implementation of planned activities, which led to the use of 8.5 million UAH in violation of the law and 53.3 million UAH ineffectively. These violations and shortcomings prevented the full implementation of works and commissioning of 6 starting facilities.
As a result, for example, reconstructed back in 2011 for 52.6 million UAH boiler house of the camp "Kyparysnyi" at the International Children Center "Artek" in the Crimea was not commissioned due to lack of registration certificate on an external gas pipeline, mandatory for certification.
Last year restoration of the Mariinsky Palace (outstanding architectural and historical monuments mid XVIII - XIX centuries) could not be completed.
According to the auditors, the main reasons for this are inadequate legal framework in the selection of priority sites for funding, failure to ensure adequate program budget funds management, lack of control by the commissioners and managers over the use of budget funds and restoration works.
