Audit finds 11 mln UAH used inefficiently

The Accounting Chamber of Ukraine announced findings of the audit of Taras Shevchenko University in terms of used state budget funds for scientific research in 2011 - I quarter 2013.

The inspection found that of the total budget amount for the maintenance of the university instead of 25% less than 13% is allocated on scientific work. Internships abroad are funded at 12-33% of the established standards, with trips funding increased mainly due to international grants. Research is carried out using physically and morally obsolete equipment (54 units) purchased in 1954-1988 and 100% worn out. During the three years, the institution was able to provide from its own funds mere 10% of the needed amount to purchase equipment for world-class research.

During the audited period the institution's research laboratories carried out six studies, whose results, according to the expert opinion of the NAS of Ukraine and internal results did not contain any novelty. Thus, 11 million UAH of budget funds for these studies were used ineffectively.

To unite possibilities afforded by education, science, industry and business, in 2011 "Science Park Kyiv National University of Taras Shevchenko" corporation was established by individuals that have numerous patents, confirming overall high level of the University’s projects their commercial potential. However, projects with economic and social significance, contributing to protection of environment and human health, which received 139.8 million UAH of budget funds in 2011-I quarter 2013, may lose relevance and novelty in the absence of interest of domestic producers, partnership financing, and working investment vehicles in the state.
