Cabinet approves the draft
At the meeting of the Cabinet of Ministers of Ukraine 28 August draft resolution "On approval of methods development of criteria for assessing the risk of economic activities and determining the regularity of state supervision (control) and standardized forms of acts drawn up after the scheduled (unscheduled) measures of state supervision (control)" was adopted, informs the press service of the State Service for Regulatory Policy and Entrepreneurship Development.
The proposed draft regulation was developed by the State Service for Entrepreneurship pursuant to paragraph 76.10 of the National Action Plan for 2013 with a view of:
- eliminating of the subjective approach to determining the entity which should be verified by developing appropriate criteria;
- defining an exhaustive list of questions by which an entity may make independent monitoring of their compliance with the requirements of the law.
At the same time an organ of state supervision (control) cannot exceed its authority and "go beyond" the exhaustive list of issues to be reviewed in connection with the uniformity of form acts drawn up as a result of scheduled or unscheduled inspections.
The proposed methodology will organize a single methodological approach to developing criteria and standardized forms of acts as well as to provide certainty and transparency in the relations between entities and bodies of state supervision (control).
